When it comes to water wells, in the state of Texas it is mandatory that the person actually performing any well work, such as the removal, installation or replacement of a submersible pump be licensed by the state of Texas to do so. There are 4 types of pump installer license's that an individual must have in order to legally work on a well regardless of the companies licensing or experience. Those types are:
A Master Installers License includes all the above and is referenced by the Texas Department of Licensing and Regulations with an I after the contractors number. For example my Texas number is 58523 K P. In Nevada my number was simply Well Driller's License #2271
An individual must have at Least 2 years experience in order to qualify for testing, of course they would have to successfully pass all the testing in order to obtain a license. It is legal for an installer to work with what is known as an apprentice license but the person or licensed contractor in which the apprentice is registered under must not be more than an hour away from the apprentice's job site. At all times both the apprentice and the licensed installer or contractor must have their license on them ready to present upon request.
As a homeowner, if the company you call sends someone out that doesn't seem to know as much as they should, ask to see their license, if they can't provide one it's illegal for them to do any work that requires the pulling or setting of your pump. Contact the company and request they send a licensed pump installer to perform the repairs on your well. If they can't provide a licensed installer, call someone who can. Only then will you get a professional with the knowledge and expertise necessary to properly service your well and equipment.
